Application of the dirigism methodology in strategizing regional economic development

This article examines the potential for applying dirigisme methodology to strategic management of regional development in Russia. It demonstrates that, despite the formal codification of strategy in legislation and methodological documents, a significant portion of regional strategies remain declarative due to a weak connection between goals and resources, inconsistency between levels of government, and limited monitoring tools. The experience of individual federal subjects demonstrates that institutional development of priorities and their alignment with federal programs transforms strategy from a declarative document into a mechanism for practical management of regional development. Based on an analysis of regulatory acts, strategic documents, and materials from regulatory bodies, the need for a transition to "smart dirigisme" is substantiated. This approach involves aligning priorities vertically, concentrating resources on key areas, and regularly adjusting strategies based on objective data.
