Application of the software and target approach in the management of the development of scientific and technological space

Achieving the national goals of ensuring economic growth and improving national welfare in modern conditions is impossible without increasing the efficiency of managing the development of all spheres of society, both at the federal and regional levels. At the same time, the policy pursued by bodies of state power and administration is not yet systematic, and its effectiveness is not high enough. In domestic management practice, the most commonly used is the program-targeted approach, including in the field of scientific and innovative activities. However, from a scientific point of view, the rationale for the effectiveness of its use is not properly implemented and from the standpoint of the author is of certain scientific interest.
