The principles and rules of administration of complaints and protests on the effective judicial acts on affairs about administrative offences

The article considers the principles and rules applied by higher courts in dealing with complaints and protests on the effective judicial acts on administrative offences. By analyzing the procedural rules underlying the Administrative Code of the Russian Federation and the cases from the judicial practice the author comes to the conclusion about the necessity for reformation of the legislation regulating the review of valid enactments (decisions).
