Principles of using information and information technologies in the system of legal support of information security

Information and communication technologies (ICTs) are turning into an environment for interaction, ensuring its information security requires an established system of legal, organizational and other measures to predict, detect, contain, prevent, reflect information threats and eliminate the consequences of their manifestation in the information sphere. Information security should be ensured by a developed system of interrelated principles of technical and legal regulation. Before the start of the mass use of ICTs, the principles of their legal regulation and the principles of technical regulation were formed independently of each other. The massive introduction of ICTs gave rise to the formation of new technical and legal principles for the regulation of public relations. The article discusses the system of technical and legal principles of regulation aimed at ensuring information security of the individual, society and the state in the process of creating and using information and communication technologies and building new environments for information exchange. To identify the gaps in the regulation of the information security of the Russian Federation, the following principles have been investigated: digital equality, network neutrality,technological neutrality, their connection and interaction.
