Principles of logistics management in the system of flag-ship cities of the area – the Krasnoyarsk region

The purpose of this study is to develop proposals and principles for a logistics integration concept for managing the Krasnoyarsk Region's flagship city system to enable the region's strategic development objectives to be achieved. The relevance is determined by the fact that, despite the high industrial potential of the region, the efficiency of logistics communications is hampered by the deterioration of infrastructure, fragmented integration of modes of transport and insufficient digitalization in the management of goods flows. Recommendations for the future development of flagship cities (FCs) in Russia are currently being discussed. Given the expected significant contribution of FCs to the country's spatial development, economic strengthening, and social stability, proposals are being formulated to further optimize enterprise operations and improve the quality of life of residents in these areas over the next 10-15 years. Based on the provisions of the Russian Federation Spatial Development Strategy through 2030 with a Forecast to 2036, approved by the Government of the Russian Federation, and the approved Strategy Implementation Plan, an approach to addressing strategic objectives based on logistics principles is proposed. The paper considers the possibility of amending the rules for the provision and distribution of inter-budget transfers from the federal budget to the budgets of the constituent entities of the Russian Federation is being considered, in terms of ensuring the prioritization of state support measures for the implementation of activities to develop social, engineering, transport, logistics and institutional infrastructure, included in the long-term socioeconomic development plans for flagship cities and adjacent territories, taking into account the goals, tasks, and priorities of spatial development of the Russian Federation, as enshrined in the Russian Federation Spatial Development Strategy through 2030. It is proposed to develop and approve a methodology for a comprehensive assessment of the provision of flagship settlements with infrastructure facilities, reflecting the potential level of development of the communal, road, medical, educational and cultural spheres. When planning financial, material, and human resources, it is necessary to improve the policy of synchronized economic development in flagship settlements, with the aim of creating new and modernizing existing enterprises, focusing on the strategic specializations of the region and flagship cities.
