The decision on commercialisation of scientific and technical developments in the economic cluster

In the context of the implementation of the strategy of national economy innovative development, the urgent problem consists in the development of the mechanism of commercialization of existing or newly emerging developments. On the basis of comparative analysis, the competency models of creation and commercialization of scientific and technological developments are presented. They include state, scientific and industrial as well as industrial and scientific models allocated by the following criteria: the initiator of an STD; the cooperation technique within the cluster. The advantages and disadvantages of each model are substantiated. The authors propose the technique of decision-making on the STD commercialization in the conditions of the cluster economic system formation taking into account the expansion of the participants' integration at the regional market. The technique consists of a few methods and is based on the construction of a "decision tree"; it suggests a multi-level approach and provides a review of existing problems and identifying possible risks in implementing innovation activity. For evaluating the innovative projects the authors propose the matrix of criteria for a developer and for a potential manufacturer of a scientific and technological solution. Thes criteria may be complemented by the implementation of specific ones during the innovative development under certain conditions.
