The article reveals the essence of the road safety risk formulated in the Road Safety Strategy as a priority of the economic effects of economic activity over the principle of ensuring the safety of life and health of citizens participating in the road traffic. It has been established that this risk belongs to the social and economic sphere and has an institutional character. The authors highlighted the approaches to the consideration of this risk, and proposed indicators of its measurement. The conclusion is made about the significant impact of the risk expressed in the priority of economic effects of economic activity over the principle of ensuring the safety of life and health of citizens participating in the road traffic, on the road safety in Russia.
