Priority Characteristics of the Reputation of the Russian Power: Public Opinion Dynamics 2021–2025 (According to Surveys of Residents of the Smolensk Region)

The article examines the results of a study of the reputation of the Russian power – the dynamics of public opinion is revealed in terms of the significance of the substantive reputational characteristics of two institutional entities – the Russian power as a whole and the regional executive authorities – based on the results of questionnaire surveys of residents of the Smolensk region in 2021 and 2025. The fundamental stability of the leading characteristics (top 5) was revealed with some change in dominants. So, for example, in 2025, “caring for the people and protecting them” took the first position among the characteristics that determine the reputation of the Russian government, displacing “honesty”, which was in the lead in 2021, to the second place, and “proximity to the people” entered the top 5 characteristics that determine the reputation of the Russian government. create a reputation for the regional executive branch by ousting from the top five those who “keeping promises and fulfilling what was said”. The prospects for building a hybrid model of building the reputation of the Russian power have been identified, which makes it possible to predict changes in reputation assessment indicators with variations in managed factors.
