Public-private partnerships in management system of agrarian and industrial complex of the region

In the study the problems of application of methods and technologies of public-private partnership in management system of agrarian and indus-trial complex of the region; conceptual schemes of interaction of the state and private sector of economy at regional level are investigated. Special at-tention is paid to perspective application of leasing allowing to stimulate or discourage the development of projects according to the priority directions of development of agrarian and industrial complex of the region; to receive operational information about the choice of investment platforms for pri-vate sector of economy, including agriculture; to optimize the size of supply and demand of labor in branches of agrarian and industrial complex; to use technologies of leasing operations as element of system of public-private partnership in effective management of agrarian and industrial complex of the region. Conceptual leasing model combines concentration of private and budgetary investments in the design (managing director) company are of-fered. The creation of design company allows to redistribute production and financial responsibility for all production cycle of works, including design stages, construction, repair and service of the complex, on the company which, in turn, interacts with the center of public-private partnership at re-gional level. It allows to provide the development of production infrastruc-ture and to improve investment climate of the region due to the implementa-tion of innovative projects of public-private partnership. The project financ-ing allows groups of investors to work together to share and reduce risks. Thus the use of considerable share of borrowed funds helps to cut public sec-tor expenses.
