The article presents the author’s perspective on the issue of legal support for the preservation and development of indigenous minorities in the context of the National Policy Concept being developed at the behest of President V.V. Putin for the upcoming period. The priorities of the established legislative framework for ensuring the traditional livelihoods of ethnic communities in their ancestral territories are analyzed. The impact of risks and threats arising from the intensive exploitation of fuel and energy resources, as well as the large-scale development of rare earth minerals in the Arctic zone, on the natural environment essential for the livelihoods of indigenous populations is examined. The necessity to reinforce legislatively enshrined priorities (managerial, economic, social) and other urgent measures is substantiated to ensure the realization of the strategic goals and objectives articulated by the President of Russia in the framework of the National Policy Concept concerning indigenous minorities of the North, Siberia, and the Far East.
