Priorities of socio-economic development of the arctic territories of Ural

The article discusses the opportunities and priorities of socio-economic development of the Arctic territories of the Urals. The main trends of the socio-economic development of the regions are generalized, directions for building up industrial potential are identified. The authors identified four types of socio-economic development of the Arctic municipalities of the Urals: self-developing territories, territories-donors of financial resources, investment-attractive municipalities, territories dependent on the state budget. A comparative analysis of the priorities of financial development of two territories of the Arctic zone of the Krasnoyarsk Territory: Turukhansky district and the city of Norilsk, with different models of settlement development. The final conclusion is made that the financial development of various territories of the Ural Arctic is extremely heterogeneous, and depends on the cycle and method of production activity of city-forming enterprises.
