The priority management of the national policy in the regions of the Russian Far East (authority and public opinion)

The paper deals with the urgent and fundamental issue of Russia that is the national policy as a way to strengthen interethnic harmony and the Russian nation. The purpose of this study is to determine the degree of unity of the authorities and the public in the implementation of the national policy in the regions based on the revealed features of the national policy implemented in the Far East regions from the viewpoint of the authorities (the experts are the officials) and the public (the experts are the representatives of the public and scientific community). The study was conducted by means of a standardized expert survey of the representatives of the authorities, scientific community and public of nine constituent entities in the Far East. According to the authorities, strengthening interethnic harmony and the Russian nation-building are the first priority for the Far East regions, although the public members have a low opinion of authority activities in addressing issues of national policy. Both public and authority members refer the adaptation of migrants to the most problematic area in this regard. In general, the results show that, on the one hand, the management of the national policy in regions is mostly based on the new concept of Russian national policy, on the other hand, half of the Far East regions have different understanding of the management by representatives of power and public that identifies the need to strengthen the interaction between government and society.
