Private and public in digital era (by the example of Perm krai family policy)

The following article sets a problem of the measure of state interference in citizens’ private life, particularly, in family sphere, which is constantly increasing due to the development of information technologies. Series of armed attacks in Russian schools in 2018 highlighted the need to implement system reforms of educational process organization. Meanwhile authorities consider substantial control over Internet communication to be a significant part of these reforms. Perm Krai is implementing a project of one single information system of children’s mental condition monitoring. This project raises questions about bodies responsible for that prevention, as well as criteria and methods of monitoring. The article contains both examples of current and planned initiatives designed to control pupils in and out of schools and some options of their adjustment.
