Officiality's privileges as a factor of social disadvantage of the Russian state: threat to constitutional values and violation of the principle of equality of all before the law

The results of the research of extremely unfair from the point of view of compliance to constitutional principles of social state, the equality of all before the law and court of provisions on the privileges and advantages to public servants existing in the Russian legislation are presented in the study. The emergence of such benefits and privileges in Soviet times was explained by the care of the state about the employees of the state apparatus, who, receiving a relatively small monetary reward, were entitled to a variety of benefits and privileges (special shops, special clinics, special Spa services, early retirement, the ability to travel abroad, etc.). In particular, in the study such privileges which considerably remained, in fact, since the USSR as special housing providing public servants, the raised provision of pensions and early retirement, increased holidays, disproportionate big size of compensation of public servants, priorities in traffic and in addition special privileges of the Russian President (ten state residences, magnificent cars, yachts, planes, the biggest size of pension and a salary in the system of public service in Russia and so forth) are analyzed...
