Population involvement in formation and implementation of strategies for socio-economic development of municipal districts of the Republic of Sakha (Yakutia)

The paper deals with the relationship between the economic and political functions of public institutions in the formation and implementation of strategies for the socio-economic development of municipal districts. The specificity of local self-government lies in the fact that it is a symbiosis of actions of public authorities and civil society. The analysis of socio-economic strategies of the Aldanky district and the Neryungrinsky district of the Republic of Sakha (Yakutia) allows us to conclude that by involving interested groups of the population in the development and implementation of strategic planning documents, it is possible to link the economic and political powers of public authorities. In other words, the socio-economic development strategies of municipal districts are the documents, in the formation and implementation of which should involve more actively the population, clearly defining goals and objectives of its participation.
