The problem of archaization of Russian ruling elite's consciousness

The article describes Russian ruling elite’s attitudes, which are archaic by nature, and this pattern makes a barrier for modernization. The need for reducing the technological gap between Russia and developed countries requires openness and innovative approaches in the management.
