The article is devoted to testing the theory of the Nobel laureate in economics, Angus Deaton, that humanitarian aid does not contribute to poverty reduction in any country in the world. The article considers the opinion of A. Deaton regarding the problem of poverty and welfare. After that, a regression analysis of the dependence of the poverty level on the amount of humanitarian aid provided is carried out. As a result, A. Deaton's theory was confirmed, as regression analysis showed a weak effect of humanitarian aid on poverty in countries such as Panama, Peru and El Salvador.
