The problem of quality and performance of the regional elite: social analysis of transformation Ulyanovsk elite (90-ies XX century - the beginning of XXI century)

The article gives a deeper sociological analysis of the transformation of the Ulyanovsk elite 90-ies of XX century - the beginning of the XXI century. Identified and described the major reasons for the changes of elites, the existing problems in this area, and presents measures to address them.
