The issue of normative regulation of international natural disaster response

The study, the subject of which is the global increase of natural disaster risk, is devoted to the topic of international opposition to this trend. The author considers the organizational and the legal aspect of the struggle to draw attention to the ineffective- ness of the resistance strategy conducted at the universal level today and to point out the need to accelerate the development of regulatory and institutional regulation there. The increase of emergency situation number and extent on Earth creates a security issue that requires the coordination of the defensive efforts of states and the complementation of each other material and intellectual resources for this. Such cooperation serves as a new factor of the regular world integration. Its organizational platform in the considered sphere can be the plan of universal events announced in 2000 - the UN International Strategy for Disaster Reduction - and the regular world forums devoted to the issue. The decrees and the bodies that appeared on this basis are, in fact, the developments for global disaster risk management. According to the concept of the United Nations, it should provide for the development sustainable for disasters and temperature changes together with the other two UN projects - Agenda 21 and the agreement on climate change. However, during the 30-year period of the Organization “extraordinary” initiative promotion, the strategists and the entire campaign launched in 1989 have never fulfilled their assigned task. Analyzing the main provisions of the program documents and the possibilities of typical means for the implementation of these indications, the author comes to the conclusion that it is impossible to achieve once-planned “substantial reduction of losses” by the cur- rent organizational base and the used counteraction potential. In order to strengthen the protection against natural disasters, it is proposed to intensify the process of international obligation development with a view to the subsequent transition from the recommendatory to the legal regulation of it. In order to reflect Russian interest for a legally guaranteed security system adequately, it is necessary to develop a political plan for the development of a new area of interstate relations, which provides for the measures to influence the development of their regulatory and institutional basis. The study should contribute to an objective assessment of the state of affairs and to predict the development in the universal sphere of cooperation to combat disasters, as well as to prepare the proposals to improve the effectiveness of civil defense management.
