A problem of responsibility for genocide in Russian Germans' history

In this article an author analyzes a development of legal norms, which establish responsibility for genocide as a crime against humanity, and theoretical problems, related to a legal concept of «genocide». A problem of the state responsibility for genocide is a very relevant one in the contemporary international law, and entails a big discussion. Examples of Stalin's regime demonstrate a precarious position and vulnerability of the genocide concept, which doesn't give a legal basis to punish those who are responsible for such crimes, because these activities do not constitute genocide under international law The same situation can be seen today in the contemporary Russia, where a problem of absolute rehabilitation of Russian Germans has not been solved yet.
