This article explores the views of the founder of modern theoretical astronautics and missile building, K.E. Tsiolkovsky, and the main representatives of Russian cosmism on the problem of human evolution. Having reviewed major trends in the progress of the European philosophical tradition the author comes to a conclusion about the inevitable transition of human evolution to cosmic evolution. The author deduces that the nature of the "Cosmic philosophy" of K.E. Tsiolkovsky is progressive and has a predictive focus.
