The problem of development failures in the Russian economic space and ways to overcome it

At present, the authorities in Russia are facing the task of deheterogenization of the economic space. For its successful solution it is necessary to establish which regions have not yet managed to realize all of their potential reserves. In identifying such regions and developing measures to solve their inherent problems lies the main goal of the study. The theoretical position of the regional economy, on which the study is based, was the provision that the level of economic development of a region should not diff er signifi cantly from the level of economic development of neighboring regions. In particular, this provision made it possible to develop and apply a conceptually new approach to the study of Russia’s economic space, which became the main element of scientifi c novelty of the research. According to this approach, a signifi cant lag of any region in terms of economic development from its neighbors indicates its failure to realize its potential reserves. The object of the study is the entities of the country, forming the Ural Federal District, and the subject is the level of their economic development, and the level of economic development of the entities neighboring them. The numerical indicator of this parameter is the volume of GRP, information about which is available on the offi cial website of the Federal State Statistics Service. By processing the above information, it was found that one of the Russian regions, which has not realized its potential reserves, is the Kurgan Oblast. These reserves are defi ned and the possible ways of their implementation are noted. The state policy of regional development, aimed at providing the Kurgan Oblast and other subjects, which are inferior to neighboring regions in terms of economic development, with funds necessary for the implementation of potential reserves, was elaborated.
