The issue of self-sufficiency of the regions of the Far Eastern federal district with agricultural products

The level of population’s provision with agricultural products of own production depends on the region’s population and production volume. In the 1980s, in the Far Eastern Federal district, despite population growth, rapid production growth provided an increase in the level of self-sufficiency with basic agricultural products. In the late 1990s - early 2000s, amid inadequate socio-economic reforms and a sharp decline in the financing of the agricultural sector, agricultural production significantly declined, and the level of population’s self-sufficiency reduced due to population decline. In subsequent years, with the adoption of a number of state legislative and other regulatory acts on the development of the agricultural sector agricultural production in the district began to increased, along with a slight increase in the population’s self-sufficiency, but it did not reach the level of 1986-1990. Indicators of population’s self-sufficiency with basic agricultural products depend not only on environment and economic conditions of production, but also on the state support of the agricultural sector. Consumption of agricultural products by the population of the Far Eastern Federal district is significantly different from indicators of self-sufficiency. The regions’ indicators of consumption of different types of products have a 2-3 times difference, the indicators of self-sufficiency - a 5-6 times difference. Currently, there are consumption rates and threshold values for the population’s self-sufficiency with agricultural products in Russia. Based on the population composition, peculiarities of its traditional nutrition and production specialization, it is necessary for each region of the Far Eastern Federal district to develop and adopt both science-based nutritional standards and threshold values of self-sufficiency of different types of food products. The natural conditions of the Far Eastern Federal district allow most types of agricultural products to significantly increase their production and population’s self-sufficiency. But this requires a significant increase in state support of agriculture, it is necessary to give rural working people an opportunity to become a true master of their labor on the land belonging to them, to achieve “the clearing” of initial agricultural products from unreasonable “markups” from intermediaries, to make the activities related to social development of the village more extensive and purposeful.
