The problem of reducing the age of criminal responsibility

The paper explored the challenges having involved juvenile delinquency, and assessed prospects for shifting down the age limits for criminal liability in Russia. The authors came to conclusion that due to increase in juvenile delinquency and an outlined trend to rejuvenating in offenders, the age limits for criminal liability would be required to shift down and expand as well.
