The article is devoted to the problem of improving the Federal Target programs' (FTP) financing. The analysis of a great number of FTP was carried out and on its base the algorithm of calculation and estimation of completeness of financing and forecasting of deviations arising while financing the programs was developed. The model of perspective estimation of deviations characterizing the underfunding of FTP was generated.
