The problems of project management in public administration of Russia

In the Russian Federation today is widely used so-called “program” approach at the state governance. State programs determine and systematize the main socio-economic tasks at the federal and regional levels, and are the main tool for budget planning. At the same time, we see a correction of the program approach - the federal center has given instructions to wider application of project management, to a high degree of detail and focus on results. Establishment of project offices in executive bodies of all levels and the launch of national projects are to root project management in the state governance system. How this process is going on, what are the main problem points and success stories in improving the effectiveness of Russian public administration through the application of project management is described in this article.
