The problem of possible reorganization of consolidation of municipalities in St. Petersburg

The article discusses issues related to possible problems in the social and managerial spheres when adopting a draft law providing for a reduction in the number of municipalities in St. Petersburg. The problem requires an integrated approach that takes into account both the interests of the city administration and representatives of municipalities, as well as the opinion of residents of St. Petersburg. Reorganization of the consolidation can lead to both positive changes, for example, simplification of territorial administration, increased efficiency of municipalities, budget savings for the maintenance of the municipal apparatus, and risks of reducing the level of municipal representation, deterioration in the quality of services provided and solutions to issues of local importance. It is worth noting that the plan for changes to the territorial structure of St. Petersburg regarding the transformation of the borders of municipalities, municipal districts, and towns has not been presented to the public at the time of writing, which, in turn, indicates the uncertainty of the results of such a decision. In addition, no research has been conducted regarding the accessibility of municipal services to citizens and the interest of the population of St. Petersburg in maintaining the current territorial status of municipalities.
