Problem-oriented formation of strategic development goals of the megapolis

The purpose of this study is to develop a methodology for the formation of a strategic goal for the development of a megalopolis, depending on the structure of urban problems. The paper proposes a problem-oriented model of strategic goal-setting for the development of a megalopolis, shows the technology of its application in the system of strategic planning on the example of the city of Perm. The results obtained can be viewed as a tool for improving the methodological foundations for defining goals in the development strategy of a metropolis, providing a close relationship between strategic goals and social needs.
