Problem-project approach to the development of transport- no-logistics infrastructure

The article deals with the problem-project approach in the proactive management of strategic changes. The factors and reasons for the unpreparedness of systems for changes are disclosed. The barriers in the development of transport and logistics infrastructure in the field of container transportation and the organization of the work of checkpoints are considered. Directions for improving the methodology of proactive problem-project management are proposed. Measures are disclosed and recommendations are proposed for the development of the throughput capacity of checkpoints across the state border.
