Problem-level approach to determining the content and structure of social studies in the school education system

The article deals with the issue of the transformation of the structure and content of the school course in social sciences, updated by the relevant order of the President of the Russian Federation on the preparation of a unified textbook of social sciences. The authors note the negative situation in the pedagogical and methodological support of the school course in social sciences, expressing in the incompatibility of the current textbooks with the requirements of the time, priority tasks for the development of the state, as well as the basic values of the Russian society. In connection with the implementation of the state value policy in the field of education, the authors propose the introduction of a problem-level approach to the organization of social science at school, which provides for a consistent consideration of current problems of social development at five interrelated levels: global, national, regional (local), group and personal. The proposed approach ensures consistency, accessibility, accuracy, relevance of material as well as compliance with legal requirements and basic worldview constants.
