The article examines the current state of the legislation that forms the legal basis of municipal service in Russia. Taking into account the three-level legal regulation of this institution, some problematic aspects are identified and ways to solve them are proposed. The conclusion is made about the need to unify the legal regulation of certain issues of municipal service.
