Outstanding problems of separation of powers between public authorities of the Russian Federation and the territorial bodies of the Russian Interior Ministry at the regional level in the law enforcement sphere

The article considers the problem of interaction between regional authorities of the general competence and the Interior Ministry of the republics, State Ministry of Internal Affairs of Russia dealing with other federal subjects. The author emphasizes the problems of separation of powers between public authorities of the Russian Federation and the territorial bodies of the Russian Interior Ministry at the regional level in the law enforcement sphere. The author makes a conclusion that it is necessary to clarify and provide a legislative framework for regional authorities' competence in the work of internal affairs bodies. The author also suggests creating a centre for coordination of joint efforts that will bring the relationship between these subjects at a high level of regional cooperation.
