Problems of administrative responsibility in the field of education

The article deals with the responsibility for violation of human rights to free and accessible education stipulated by the Constitution of the Russian Federation. In particular, the problematic aspects of law enforcement in education and labor protection is considered. By analyzing the current situation in the field of education, the authors identify the most frequently committed offenses, problems and trends in their detection. The study reviews the existing practice in exaction at Russian schools and other violations of students’ rights in the secondary education system. The article examines the problem of an inadequate state policy with regard to the rules of conducting the Unified State Exam, and the scope of responsibility that should be held by the teachers in case of their violation. The research resulted in recommendations to improve the detection of offenses related to exaction at schools, as well as to reduce the responsibility for non-compliance with the rules of the Unified State Exam.
