Goal setting problems in the social system governance

The issue of goal-setting in the exercise of administrative influence on social relations studied in some detail, but still remains a key unresolved methodological and methodical problem - the perception of the purpose of the activity of public organizations of the social sphere from the point of the mission or slogan. The author defines the mission, goals, slogan, gives a description of the term. Goals in the organization can be set, while the mission - only one. Mission is global, and the goal is local. When setting goals it takes into account the time factor when choosing a mission -not. As you achieve certain goals, others are put before the organization. Mission Change is not possible without a complete rethinking of the organization and its ideology. It is meaning of the word "slogan" - "call, briefly expressing the leading idea, problem or party demands a certain historical moment". The content and objectives of the slogans define their shape. Converts to the audience, intended for immediate perception, successful slogans are widely understood, catchy, concise and easy to remember. Slogans contain certain ideologies designed to induce sympathy in society. Ideologema - is succinctly expressed socially significant values, designed to promote the political consolidation of the voters in order to achieve electoral aims. In this paper a comparative analysis of the signs of "mission", "slogan" and "purpose"; analyzes the objectives of the State Program of the Russian Federation, are identified and justified by the disadvantages.
