Problems of decentralization of budget financing of education

According to modern Russian legislation, the activities of educational institutions are financed by their founders in accordance with the terms of agreements concluded between them. And since the founders of the vast majority of educational institutions are state and local government bodies, the main source of covering education costs, naturally, continues to be budget funds. This explains the special attention that issues of budgetary financing of education require. At the federal level, there is an increasingly clear tendency to transfer educational facilities receiving funds from the federal budget to the jurisdiction of regional authorities and, accordingly, to transfer them to funding from regional budgets. This article reveals the main problems of decentralized financing of education in modern conditions and attempts are made to find ways to solve these problems.
