The article is devoted to the questions of legal regulation of devolution issues in Scotland arising in connection with redistribution of legislative powers between the Westminster and the Scottish Parliament as well as between Whitehall and Scottish Executive. The author considers the situations in which Scottish Parliament Act is beyond the scope of this body's legislative competence.
