The adopted "State Concept of Migration Policy until 2025" takes into account all the problems associated with the realization of the right to freedom of movement, but does not contain specific ways to resolve these accumulated issues. The article deals with the problems of formation of a unified state rule-making policy in the field of regulation of migration processes. The author reveals the legal basis for the regulation of migration processes, gives examples of their operation. The author comes to the conclusion that the unified state rule-making policy is in an unfinished state and requires prompt changes.
