The problem of making up of the municipal property

The article is devoted to the problems of the making of municipal property. The process of its making has been hindered by the absence of strict legal regulation to transform state property items to municipalities. State property items belonging to unprofitable spheres (education, culture, hosing and the life) have become municipal property whereas profit-gielding objects have been privatized, this depriving (local) municipal authorities of the revenue. In conclusion it is stated that municipal profit-gielding property is necessarily to be available in order to maintain the objects of social infrastructure.
