The article considers the problems of functioning of the state bodies in Siberia in the first half of the 1920 th including problems connected with fighting bureaucracy and red tape. The author comes to the conclusions that that fight was of extremely contradictory character and often turned to be a real «purge»» of Soviet institutions from dissidents.
