State insurance problems in the 1920s (exemplified by the Simbirsk province)

The article considers the initial way of forming the financial activities of new insurance agencies that emerged on the basis of Provincial Insurance office. The authors made an attempt to disclose the problems of non-payments and payments for insurance claims. The article shows that the tough policy of State and Local authorities towards the private owners forced State Insurance to take class approach.
