The relevance of the problem under study is related to the fact that meat production as one of the main livestock products is associated with ensuring food security of the country. Current production volumes of some types of meat are insufficient, they remain dependent on imports, despite a significant improvement in overall indicators in recent years, so the topic remains relevant. One of the important areas of state policy should be targeted support for animal husbandry aimed at increasing the livestock population and the possibility of increasing the production of meat not only poultry and pigs, but also cattle, sheep and goats. The purpose of the study is to identify current problems of development of meat production and import substitution in Russia and to develop proposals for solving these problems. The article used general scientific and special scientific research methods, including economic and statistical analysis, synthesis, comparison. The value and novelty of the article is that it examined the role of state policy in solving the problems of meat production and the development of import substitution in this area.
