Problems and prospects of human resources development in the housing and public utilities sector in Russia

The article is devoted to the development of the human resources potential of the housing and communal services of the Russian Federation (hereinafter - housing and communal services). Personnel is the decisive and main factor for maintaining the effective level of functioning of enterprises in the housing and communal services sector. Regardless of the type of activity performed, each of the employees makes a great contribution to ensuring comfortable living conditions for citizens of the Russian Federation. At the same time, the personnel development of one of the country's large-scale economic blocks is currently facing a large number of difficulties that have a negative impact on the socio-economic development of Russia. The purpose of the study is to assess the state of housing and communal services personnel development and to develop ways to solve current problems. The methods of statistical analysis, structural analysis, induction, deduction and comparison were used in this article. The problem of the study includes the low level of human resource development in the Russian Federation. In the study, the author reveals: the basic concept and essence of personnel in the housing and communal services sector; the regulatory legal acts regulating the activities of industry workers are considered; the most acute problems are identified; and solutions are developed to improve the efficiency of housing and communal services personnel potential. In particular, mechanisms have been proposed to improve the working conditions of employees, increase the prestige and attractiveness of housing and communal services professions for young professionals, and develop a system for training highly qualified personnel.
