The purpose of this study is to review healthcare system problems caused by the lack of highly qualified specialists in this field. To provide a complete assessment of staffing in modern healthcare organizations, the author examines the quantitative dynamics of doctors and nursing staff in Russia in 2004-2015. The analysis of statistical data shows that there has been a decline in the number of physicians and nurses in recent years. The number of doctors in the Republic of Bashkortostan has decreased in the period under review as well. With regard to the increase in the number of nursing staff, this indicator is higher in Bashkortostan than in Russia in general. Low salary of healthcare providers is the key factor that explains the shortage of medical experts.
