This article examines the problems of civil regulation and ways to improve legislation on the procurement of goods, works, services to meet state and municipal needs. The importance of improving legislation on the contract system has recently increased. This circumstance is caused by problems in the development of the economy and the need for effective use of budget funds. This conclusion is confirmed by the adoption of the National competition development plan for 2018-2020 in December 2017. The importance of state contracts for the economy of our country is extremely high, since they meet the needs of the state in goods, works, and services, that is, state contracts are a tool through which the state performs its socio-economic functions. Despite the fact that the public procurement system was formed in Russia in the 90s of the last century, many problems of legal regulation have not been resolved at the legislative level. The interest in this issue is largely due to the special status of the state as one of the participants in civil law relations. As a result of the study, the author comes to the conclusion that in the modern period, despite the private law nature of the procurement of goods, works, services for public needs, plays an important role in improving the civil law regulation of relations arising in connection with these purchases, the formation of a positive experience of legal and methodological support of the contract system at the level of the constituent entities of the Russian Federation. On the example of the Ulyanovsk region, the author analyzes ways of improving the legislation on the procurement of goods, works, services to meet state and municipal needs.
