Problems and solutions of clustering of the region by creating special economic zones (on the example of the Kaluga region)

The article considers the current imperatives of strategic development arising in the context of modern economic and geopolitical challenges and aimed at effectively solving the problems of import substitution, technological sovereignty, innovative economy and socio-economic growth. The purpose of the analysis is to determine the economic efficiency of special economic zones (SEZ) in the regions of the Russian Federation using the example of the Kaluga region and their impact on the territorial economy. The study focuses on the impact of the SEZ on the growth of the regional economy, monitoring the achievements of the Kaluga region in the formation of the SEZ and searching for bottlenecks in the clustering process. Targeted territorial development programs, program-target documents and statistical reports were used for the analysis. Systemic, integrated, process and situational approaches are used. The expected result is the planned and forecast indicators of further development of the Kaluga SEZ in order to increase scientific knowledge.
