The article describes the philosophy of free enterprise and reviews the complicated situation in the contemporary Russian private enterprise. There is no authentically open dialogue between government and businesses: the relationship is still in the process of structuring and the concept of entrepreneurial culture requires further understanding in Russia and clarification for the community.
