Problems of foreign experience and possibilities of its use while creating regional identity

The article analyzes foreign (West) experience while creating regional identity in 1990-2000s using Dialnet. The analysis is conducted in the following directions: the reveal of theoretical approaches and theoretical model of this phenomenon; the analysis of global and especially Russian situation in the world-wide context; the study of Ulyanovsk regional experience.
