Issues of efficient use of the unique resources of the region

The article discusses the possibility of socioeconomic development of the region through improvment the efficiency of the use of unique resources. To evaluate such effeciency it is proposed to use indicators of uniqueness, integrity and substitutability of resources. The unique resources especially affect on the economic development of the regions. The exclusivity of the resources is revealed by the determination of the possibility of their technologically feasible and cost-effective substitution in industrial and social processes. It is shown that the complexity of the resources substitution arises in both economic and social resources, while the natural exhaustible resources have the highest rates of uniqueness. These issues require the development of state regional programs for development and consumption of the unique resources.
