Problems of efficiency of existing PPP forms. Concession agreement or project financing

During the analysis of statistical data of the PPP electronic portal, it was revealed that the overwhelming number of projects under the public-private partnership was implemented in the form of concession agreements. The authors highlighted the main drawbacks of this form, which made it possible to draw conclusions about the irrelevance of the existing mechanisms of interaction between the state and the private sector of the economy. Above all, as a modern mechanism for implementing PPP projects, project financing was considered, during which the very significant advantages of this form were highlighted.
