The problems of staffing of the regional agro-industrial complex under the conditions of the rural to urban migration (case study of the Orel region)

One of the main problems in the personnel supply of the agroindustrial complex is a constant decrease in the population, accompanied by an increase in the gap between urban and rural residents. So, if the reduction in the urban population of the Orel region since 2010, was 3% in 2017, the rural population for the same period decreased by almost 10%. This is due to both a reduction in the natural increase in the population in the village, and an increase in migration from the village. The negative migration balance of the rural population in 2016 was 797 people, whereas, in 2010 in rural areas there was a migration increase of 686 people. One of the most serious problems of rural areas in terms of the formation of human resources is the mass migration outflow of rural youth to the city. In 2013, in 18 districts of the Orel region, the share of youth migration was 50 or more percent, and in 2016 this figure was exceeded already in 21 districts of the region. Among 24 municipal districts of the Orel region, 4 groups of districts concerning the effectiveness of migration processes were defined: stable migrant recipients, regions gradually losing their migration attractiveness, stable migration donors, regions which migratory activity varies. Taking into account the specificity of each group of districts, strategic directions for solving a set of identified problems were proposed. The proposed measures aimed at developing and realizing the labor potential of the rural population will contribute more efficient and rational use of labor resources in the country in the direction of smoothing the regional asymmetries and the sustainable social and economic development of the Russian territories.
